Village of Oak Creek
The
Village of Oak Creek is NOT part of the incorporated City.
The Village of Oak Creek is referred to as Sedona. Sedona is
used in the mailing address for those living in the
unincorporated region of Sedona. To most the Village is
Sedona, including visitors and residents.
Wiki Link The outlying Sedona along with those
inside the city limits share the same Fire District and School
Districts each having their own elected governing boards.
The City of Sedona has no jurisdiction over these governing
boards nor does the city have any jurisdiction over the
Village.
The State of Arizona owns 179
ADOT maintains the state roads. This area is managed by the county.
There is some confusion to who does what as there are two
associations in the Village neither one is a governing body
elected by the people. More information to come on this.
What happens in our communities
effect us all. Those that live and work in and around
the Village will be hurt while those being
enriched don't live here.
Greater Sedona is home to 21,000 residents.
Tourism money making businesses are shoving us out,
increasing the traffic with their employees &
customers.

The Village of Oak Creek impacts and zoning items.
There is some confusion to who does what as there are two

The Hilton Garden Inn
The Hilton Garden Inn has
requested a Rezoning change. This project is located on
the corner of 179 & Jacks Canyon Road. The property is
4.73 That is currently zoned RESIDENTIAL. The Applicant
has applied to develop a 3 story 145 room PLUS 20 Unit
Totaling 165 ROOMS & a restaurant!
The property is own by the Patels purchased as a
residential. The Patel parcel is part of the Village of
Oak Creek Association (VOCA). All VOCA properties are
covered by these CC&R’s. These are not casually
modified, requires approval from membership… maybe 100%
or close to that number. About 60% of VOC is part of
VOCA… it’s an asynchronous map… pretty funky. Where the
outlet mall (Sedona Vista Village and Element Hotel) is
located is NOT part of VOCA. The Patel Property and
abutting properties ARE part of VOCA. Further, this
parcel was part of the residential development that
abuts it … so they are governed by that association as
well. Neither of these associations allow for 3-story
structures.

The Element Hotel
The Element Hotel was part of the Factory Outlets. The mall
was purchased, part of the outdoor mall was torn down
and is being replaced with a 115 room Hotel &
Restaurants. No Zoning change was required and the used
the topography loophole to build a 3 story hotel. We
don't know what that impact will be as it is still under
construction.
Newer hotels usually get a higher occupancy rate then
older one. Everyone want to try out the new guy on the
block. With this hotel being in the Village it will be a
bigger draw as the Village Hotels do not have a city-bed
or city-sales-tax
There are no studies to show us what will happen in
the Village once this Hotel gets up that running. We do
know that 6 Vehicle trips a day is the standard per
Hotel Room and at 68% occupancy 78 of there rooms will
be occupied at a minim which will create 468 visitors
going in and out of Element. This does not include
employees.
